* TIMING...WINDS WILL INCREASE OVER SOUTHWEST WASHINGTON THURSDAY

MORNING...THEN QUICKLY SPREAD NORTHWARD. CURRENT TIMING SUGGESTS

HIGH WINDS ARE POSSIBLE DURING THE THURSDAY AFTERNOON AND

EVENING COMMUTE.

* WIND...SOUTH TO SOUTHWEST WINDS OF 30 TO 40 MPH WITH GUSTS TO

65 MPH COULD DEVELOP...INCLUDING IN THE PUGET SOUND I-5 URBAN

CORRIDOR. IN THE MOUNTAINS...GUSTS TO OVER 75 MPH ARE

POSSIBLE...EXCLUDING THE MOUNTAIN PASSES WHICH MAY REMAIN

SOMEWHAT SHELTERED.

* IMPACTS...WINDS THIS STRONG CAN TOPPLE LARGE TREES...

ESPECIALLY GIVEN THE SATURATED SOILS FROM RECENT RAINFALL.

POWER OUTAGES ARE LIKELY TO OCCUR AND MAY BE WIDESPREAD.

...HEAVY RAINFALL THROUGH THIS EVENING WILL LEAD TO AN INCREASED

RISK OF LANDSLIDES IN WESTERN WASHINGTON...

RAINFALL OF 2 TO 4 INCHES ON THE OLYMPIC RANGE AND GENERALLY A

HALF TO 1.75 INCHES ELSEWHERE HAS FALLEN DURING THE PAST 24 HOURS

ENDING AT 1 PM PST. THIS HAS INCREASED SOIL MOISTURE TO MODERATE

LEVELS ACROSS WESTERN WASHINGTON. ANOTHER 1 TO 2 INCHES OF RAIN IN

THE MOUNTAINS WITH LOCALLY UP TO AN INCH ELSEWHERE IS EXPECTED BY

LATE TONIGHT. THIS AMOUNT OF RAIN WILL PUT EXTRA PRESSURE ON SOIL

INSTABILITY...LEADING TO AN INCREASED RISK OF LANDSLIDES.

CUMULATIVE RAINFALL OVER THE LAST WEEK HAS SOAKED SOILS TO THE

POINT WHERE THE WASHINGTON LANDSLIDE RISK LEVEL WAS LOW. THE

PREDICTED RAINFALL WILL RAISE THE LEVEL TO MODERATE. THE HIGHER

THE RISK LEVEL...THE MORE NUMEROUS THE LANDSLIDES ARE LIKELY TO

BE.

WITH AN ELEVATED LANDSLIDE RISK...RAINFALL INDUCED LANDSLIDES ARE

POSSIBLE DURING BURSTS OF INTENSE RAINFALL OR WHEN THERE IS HEAVY

RAINFALL OVER A PERIOD OF A DAY OR TWO AS NOTED IN THE FORECAST

ELEVATED RISK LEVEL. A GRADUALLY DIMINISHING RISK OF LANDSLIDES

WILL CONTINUE FOR SEVERAL DAYS AFTER THE RAIN ENDS. AREAS MOST

SUSCEPTIBLE TO LANDSLIDES UNDER THESE CONDITIONS ARE STEEP COASTAL

BLUFFS AND OTHER STEEP HILLSIDES.
