The Buckley City Council has scheduled a public hearing to discuss changes to city regulations governing recreational vehicle parks.

The meeting is planned for 7 p.m. Sept. 22 in the Buckley Multi-Purpose Center Building, 811 Main St.

A February 2008 public hearing revealed that the Buckley city code does not specifically deal with RV parks. At most, an interpretation of the zoning code established in 1966 would allow RV parks as recreational rather than as residential facilities in areas of the city zoned for commerce. It was determined this may not be consistent with the intent of the zoning code and may not be in the best interest of the city.

The city council subsequently directed staff and the planning commission to review the topic and develop new regulations governing the use and development of recreational vehicle parks.

One of the many proposed changes is that “no recreational vehicle shall be used as a permanent place of abode, or dwelling for indefinite periods of time.

“Occupancy in an RV park by any recreational vehicle for more than sixth months in one calendar year or a twelve consecutive-month period shall be conclusively deemed to be permanent occupancy.”

The changes also seek to assure than RVs remain mobile. The proposed changes include a clause that “any action toward removal of wheels of a recreational vehicle, except for temporary purposes of repair is hereby prohibited.”
