City schedules meeting on local sex offender

The Bonney Lake Police Department are hosting a public meeting March 16 to address community concerns regarding the release of a Level 3 sex offender.

The Bonney Lake Police Department is hosting a special public meeting to address citizen concerns regarding the recent release of a Level 3 registered sex offender in the 8100 block of 185th Avenue East.

The meeting is scheduled for 7 p.m. March 16 at Bonney Lake Elementary School, 18715 80th St. E., Bonney Lake.

Police Chief Mike Mitchell and Pierce County Sheriff’s Department Detective Sergeant Barnes will be present to answer questions and address community concerns.

The department on Feb. 23 released a notification that Roy Carl Tolman, 64, had moved to the area.

Tolman is a Level 3 sex offender and is considered likely to reoffend.

The Pierce County Sheriff’s Office Web site shows Tolman was convicted in 1987 of indecent liberties and in 2009 for communicating with a minor for immoral purposes.

He was released from prison Feb. 16 and will be supervised by the Department of Corrections during 36 months of community custody.

In October 2008, Tolman was arrested by Bonney Lake police after a 23-year-old female reported he was sitting in a vehicle in a business parking lot next to her vehicle. She reported Tolman was masturbating as he watched her 6-month-old daughter and 19-year-old sister inside the car. The 19-year-old was listening to music and unaware of Tolman’s behavior.

When police arrived, they found Tolman intoxicated and in possession of three firearms. He was verbally abusive during his arrest and threatened to shoot and physically assault one officer.

Tolman was convicted and sentenced to 13 months in prison. His criminal activity spans several decades and includes multiple convictions for indecent exposure.

Tolman is described as a 5-foot-9, 210-pound, white male with gray hair and brown eyes.
