HYDROLOGIC OUTLOOK
NATIONAL WEATHER SERVICE SEATTLE WA
1232 PM PDT FRI NOV 1 2013
...SHARP RISES ON SOME CASCADE RIVERS SATURDAY EVENING...
THERE IS A SLIGHT CHANCE OF MINOR FLOODING SATURDAY EVENING AND
NIGHT FROM A PACIFIC STORM THAT WILL BARREL THROUGH WESTERN
WASHINGTON OVER THE WEEKEND. THIS STRENGTHENING STORM WILL BE MORE
OF A WIND MAKER BUT HEAVY RAIN IS EXPECTED WITH IT TOO AHEAD OF
AND WITH THE PASSAGE OF THE COLD FRONT. THE RIVERS MOST AT RISK OF
EXCEEDING FLOOD FLOW ARE THE TOLT AND PUYALLUP RIVER NEAR ORTING.
THE FORECAST OF 2 TO 3 INCHES OF RAIN IN PARTS OF THE CASCADES
MOSTLY OCCURS OVER A SHORT TIME WHICH ENHANCES THE SURFACE RUNOFF.
THE SNOW LEVEL WILL COME DOWN QUICKLY AFTER THE FRONT PASSES BY
TO AS LOW AS 2500 FEET BY SATURDAY NIGHT. THIS WILL TAKE PLACE
DURING THE LATER PART OF THE HEAVY PRECIPITATION AND THAT WOULD
SHUT OFF MUCH OF THE RUNOFF...AT LEAST FOR THE PUYALLUP. THE TOLT
RIVER BASIN DOESN`T HAVE AS MUCH HIGH ELEVATION TERRAIN AND WILL
BE LESS AFFECTED BY THE LOWERING SNOW LEVEL.
WHILE THE CHANCES OF EXCEEDING FLOOD FLOW ARE LOW...IT IS
SIGNIFICANT ENOUGH TO ISSUE THIS OUTLOOK. PLEASE MONITOR THE
WEATHER AND RIVER FORECASTS FOR ANY CHANGES.

...WINDY AND RAINY CONDITIONS DEVELOPING LATE TONIGHT OVER THE
LOWLANDS WITH SNOW FOR THE MOUNTAIN PASSES BY SATURDAY EVENING...
A LOW PRESSURE CENTER WILL MOVE ACROSS SOUTHERN VANCOUVER ISLAND
LATE SATURDAY MORNING WITH A STRONG TRAILING COLD FRONT REACHING THE
CASCADES BY SATURDAY AFTERNOON.
TONIGHT...SOUTHERLY WINDS WILL INCREASE...ESPECIALLY ALONG THE
COAST. SATURDAY AFTER THE COLD FRONT PASSES...A SURGE OF WESTERLY
WINDS WILL CAUSE THE WINDIEST CONDITIONS TO DEVELOP ALONG THE
COAST...THROUGH THE STRAIT OF JUAN DE FUCA...AND INTO THE ADMIRALTY
INLET AREA ALONG WITH ISLAND AND SAN JUAN COUNTIES. WIND GUSTS OF 45
TO 60 MPH ARE POSSIBLE IN THESE AREAS AND A HIGH WIND WATCH HAS BEEN
ISSUED. FOR THE REMAINDER OF THE AREA...STRONG SOUTHWEST WINDS WILL
INCREASE QUICKLY DURING THE EARLY AFTERNOON HOURS WITH PEAK WIND
GUSTS OF 45 TO 50 MPH POSSIBLE. WITH PLENTY OF LEAVES STILL ON THE
TREES WIND THIS STRONG COULD RESULT IN DOWNED TREES AND POWER
OUTAGES.
SNOW LEVELS WILL QUICKLY FALL IN THE MOUNTAINS BEHIND THE FRONT...TO
NEAR 3000 FEET SATURDAY EVENING...THEN TO 2500 FEET SUNDAY MORNING.
BY LATE SATURDAY AROUND A FOOT OF NEW SNOW IS POSSIBLE AT MOUNT
RAINIER. SNOWFALL RATES WILL EASE INTO SUNDAY BUT WITH THE LOWER
SNOW LEVELS SNOW IS PROBABLE ON ALL THE PASSES. MOUNT BAKER COULD
GET A FOOT OF NEW SNOW WHILE STEVENS AND SNOQUALMIE PASS COULD
RECEIVE 4 TO 8 INCHES. THIS SHOULD BE THE END OF THE SEASON FOR HIGH
COUNTRY HIKING AND BACKPACKING...AND IT WILL BE THE FIRST
ACCUMULATING SNOW OF THE SEASON FOR TRAVELERS HEADING ACROSS
SNOQUALMIE PASS.
PLEASE STAY TUNED FOR FORECAST UPDATES AND FOR ADDITIONAL ISSUANCES
OF ANY WATCHES...WARNINGS OR ADVISORIES ASSOCIATED WITH THIS EVENT.
