The Sumner City Council adopted amendments to its 2009-10 biennial budget at the Oct. 18 regular council meeting.
City of Sumner Communications Manager Carmen Palmer said amendments are necessary to reflect financial changes since the budget’s creation.
Palmer said among the unforeseen changes is a grant from the Washington State Department of Transportation for the city’s Traffic Avenue and Main Street project. The grant provides $1.6 million for the project and Sumner moved $293,040 from the development impact fee fund for the project from transportation impact fees.
Palmer said the amendment officially recognizes the fund is receiving more money than originally planned. It gives the staff the authority to spend money for the Traffic Avenue and Main Street project.
Sumner has the budget authority to spend a limited amount of money for each fund. Palmer said the city is not allowed to spend extra money unless the budget is amendment.
Another amendment granted budget authority for the city to spend $722,480 on trail projects. Due to an increase in available money through interest earnings, grant money and other sources, the city had the extra amount, but needed to move the money from the development impact fee fund to the general government capital asset fund.
The amendment increases council’s budget authority and allows the extra interest earnings to go toward the trail project.
