The National Pollution Discharge Elimination permit Sumner received in 2007 requires the city to establish tighter controls on the amount and quality of stormwater which flows to state waters including the Puyallup River and the White River.

The city is required by the permit to adopt regulations satisfying criteria of the 2005 Stormwater Management Manual for Western Washington or an equivalent approved by the Department of Ecology.
