Detectives from the Washington State Patrol’s Missing and Exploited Children’s Task Force (MECTF) have learned that a Puyallup area man originally accused of sexually abusing minors was likely also using his victims in the production of child pornography.

Those detectives are now seeking potential additional victims in the ongoing case.

Kenneth “Scott” Carroll, 42, is currently jailed in Clackamas County, Oregon on nine counts related to the sexual abuse of children. Detectives have confirmed eight victims in the two states, and believe there could be more.

“This investigation began as two cases of sexual abuse of minors. It didn’t take long for us to find evidence that Mr. Carroll had compounded his crimes by videotaping the abuse,” said Lt. Ron Mead, commander of MECTF. “With Mr. Carroll now jailed in Oregon, we hope that other victims in our area will feel safe coming forward.”

Evidence indicates Carroll might have been abusing children as early as 1997. Most of the known victims are now adults, having been abused in their early teens.

Prior to his arrest, Carroll had coached with the Puyallup Roughriders football program, and the Puyallup Falcons junior wrestling team. Both clubs have cooperated fully with the investigation.

Mead said it’s important for every victim to come forward, even if Carroll already faces a significant number of charges. He also acknowledged that coming forward is difficult.

“We want to document every single case of abuse, and make sure each victim knows we take their case seriously,” Mead said. “We are sensitive to the trauma involved, and hope that those who’ve been victimized will give us a chance to seek justice on their behalf.”
